The Emergency Official shall determine when the snow is to be hauled away from the designated downtown area by declaring a "downtown snow emergency." Such snow removal shall occur in areas where there is no space for snow storage and in areas where accumulated snow storage will create a hazardous condition.
A "downtown snow emergency" is generally declared the day following a significant snow event, however, if the event takes place over a weekend the emergency may not be declared until the following Monday. Downtown snow removal may also be delayed due to circumstances such as timing, weather conditions, personnel availability, and/or equipment availability. The snow shall be removed and hauled to a designated storage area.

"Downtown" is defined as:

- Minnesota Street, from 3rd South to 5th North Street
- State Street, from 1st South to 3rd North Street
- 1st South Street, from State Street to Spring Street
- Center Street, from Broadway to Spring Street
- 1st North Street, from State Street to Minnesota Street
- 1st North Street, from German Street to Spring Street
- 2nd North Street, from State Street to German Street
- 3rd North Street, from State Street to German Street
- 4th North Street, from Broadway to German Street
- 2nd South Street, from Minnesota Street to German Street
