The cameras you see at this intersection are solely for detecting the presence of vehicles and provides optimum signal timing for the intersection. Other signals utilize in-ground induction loops that are cut into the roadway pavement, such as the signals along Broadway. The camera option avoids the need for the installation of devices within the pavement surface.
The mounting position allows for a better angle so the camera has a better view of the lanes of traffic.
There is no surveillance and images are not archived from the camera. The images are only used for the time it takes the signal to process the traffic loading on the roadway segments during the signal phase. The cameras do not produce an image that is of high enough quality to read license plates nor to identify drivers of vehicles.

The City of New Ulm Engineering Department can provide an ESTIMATED location of the sewer service based on the original record drawings. The sewer service can be televised and located by a plumber who has specialty equipment to provide this service. Along with locating the sewer service, the plumber can inspect the sewer service to see the condition of the pipes.
Under New Ulm Public Utilities (NUPU) Regulations, the sanitary sewer service is the responsibility of the property owner from the house to the connection at the City sewer main.
If the home has a sump pump, check to make sure it is not draining into the sanitary sewer system. The discharge must run from a permanently installed discharge line from the interior of the home to the exterior of the home, draining to the City storm water system.

NUPU regulations state that the property owner is responsible for the water service from the house to the curb stop. Identifying where the curb stop for the property is will tell you where and how long the water service is to the home.
Water service repair is the responsibility of the homeowner. The homeowner’s responsibility is from the home up to the curb stop. The New Ulm Public Utilities’ responsibility is from the curb stop to the City water main.
The property owner shall maintain accessibility and proper grade of the curb stop riser box. Proper grade is defined as flush with finished grade to no more than 4 inches below finished grade. If grade is adjusted by New Ulm Public Utilities, the property owner could be billed for adjustment to grade, correction to operable vertical position, and/or relocation in conformance with local and state requirements.
On all water services up to 1 inch, there shall be a lock wing valve on the inlet side of the meter, and a gate valve on the outlet side of the meter. A water meter which is 1½ inches or larger in size is required to have a bypass water line. The property owner has the responsibility to keep water shut-off valves operable and accessible at all times.

Call the Gas Department at 507-359-8264 during business hours or 877-868-3636 anytime. A technician will come to make sure that the regulator and meter are operating property. If they are operating properly, the homeowner will need to call a repair person to fix the appliance. If work needs to be done on the gas line after the meter, a licensed plumber will need to be called.

If the age and condition of an appliance is unknown, try looking for the model number on the appliance. Locating a model number is not difficult. It is generally located on a paper sticker or a metal plate attached to the appliance. If it cannot be located, try locating a user manual that may have been left by the past owner. A model number can help aid in finding the age of the appliance and its energy consumption.

To verify the condition of a furnace/boiler or air conditioner, it is best to contact a professional HVAC technician and have them checked and cleaned. Once checked and cleaned, the technician will be able to verify the condition of the units.

Inspections will begin in late May 2015 and will continue until all properties have been inspected. Peak inspection months are expected to be from May through August in the following years. Available inspection times will be from 9 am to 7 pm.

If you are not at home or if it is inconvenient at that time, don’t worry. The inspector will leave a door hanger with a number for you to call and set up a convenient time for inspection.
You will receive a notice in the mail stating that you have 15 days to schedule an inspection. A surcharge of $50 will be added to your monthly utility bill until your sump pump is inspected.
New Ulm Public Utilities does not fix sump pump connections. Customers may complete the repair themselves, or they can contact a plumber or other home contractor to complete the work.
If during an initial inspection, our inspector determines that your sump pump is discharging to the sanitary sewer, you will receive written notice in the mail stating that you will have 60 days to make the correction. Our staff will then conduct a second inspection to determine if you have made the necessary correction. No, this will not be permitted. It is recommended that homeowners attach one 6 to 10 foot long 1.5 inch diameter PVC pipe to the house outlet discharge during the winter. This type of system has very little chance of freezing. For extra protection, heat tape may be attached to the pipe.
No, it is illegal to have a bypass valve on your sump pump discharge pipe or hose. Existing valves must be removed.
No permit is required. However, if you do plan to connect directly into an existing City storm sewer structure or tile line, you will need to get approval from the City Engineering Office.
The inspection program will check for obvious signs of cross connections, but it is not proposed to go into in-depth inspections for these types of connections. These connections used to be a standard practice in house construction, but are no longer permitted. Many older homes are hooked up to old tile lines that may have collapsed or been disconnected.
There is not a clear cost-benefit to the City in identifying and/or correcting these illegal connections, however people who have had problems with back-ups from these types of connections should strongly consider correcting the problem. The City does periodic televising of sewer lines, and may do smoke and dye testing to identify some of these problem systems that affect the municipal sewer system in the future.
You should run your sump pump hose at least 6 to 10 feet away from your house to avoid it "recycling" back into the house. It is also alright to run it on your front or back yard, or to the street with permission from the City Engineer. Try also to avoid running the water directly onto your neighbor’s property. The City receives numerous complaints from neighbors about wet yards and streets, but this will be difficult to avoid.
Most people use the flexible, black hose that can be moved around easily. This works great most of the time, but please be aware that this pipe’s capacity can be greatly reduced if it is rolled up or extremely curvy, and many people have problems when it is not properly located or unfolded during a storm. It also is not recommended to use this type of hose in the winter. The smooth, white PVC pipe (1.5 inch diameter) has more capacity and works better in situations where you do not need to move the hose around.
